Here is a site that has different grants that you can apply for if you are a low income family in need of home repairs. I would check out these programs because some of them you do not have to pay back.
Contact Habitats for Humanity or local churches.
This link has 5 pages of places that you could talk to see if any of them will work with you. I don't know if this is your county, but if not, maybe they can point you to a similar list for your town.

It's not all about plumber's price but material nowadays they are more expensive than plumber's labour but mostly the plumber who is expensive is the plumber who knows the work as compared to the plumber who charges less but doing a sh*t job
